The National Policy, Macdonald's name for a policy of tariff protection, was based on three principles: high tariffs to foster local agriculture and manufacturing; completion of a transcontinental railway to promote a national economy; and settlement of the West to build up home markets for Canadian manufactured products. Macdonald's National Policy helped defeat Mackenzie in 1878.
